Assignment Title: Technical Advisory Services for the drilling of 22 geothermal wells at Aluto Langano

The services of the “Company Engineer” shall include but not be limited to: Review the drilling, logging, completion and testing plan developed by the “Full Service Drilling Contractor” for each well and advise EEP on adequacy and suitability; Ensure that all safety requirements and procedures are followed by the “Full Service Drilling Contractor”; Ensure that all BoP tests are correctly conducted and certified by the “Full Service Drilling Contractor”; Assist EEP in scheduling delivery of all consumables to the site; Review burn rates on all consumables for each well provided in weekly updates to EEP by the “Full Service Drilling Contractor”; Make recommendations to EEP and the “Full Service Drilling Contractor” relative to proposed changes in well sites and/or in the drilling and testing program (e.g. over pressure vs under pressure drilling; deviated vs vertical drilling etc.); Ensure that wells are properly plugged and abandoned by the “Full Service Drilling Contractor” if plugging and abandonment is requested by EEP; Coordinate communication with and participation of the Technical Advisory Panel; Schedule and chair quarterly technical reviews of the project for the Technical Advisory Panel meetings to be held in Ethiopia, etc.
The Reservoir Engineer will maintain and update, as appropriate, the conceptual model as well as serve as a member of the Technical Advisory Panel.
The Technical Advisory Panel will serve as advisors to the “Company Engineer”, the geothermal project manager and EEP management and will participate in quarterly meetings in Addis Ababa.

Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate with other companies or individuals to enhance their qualifications.
A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 2011.
