Previously it required a pre-application and an application: They have reduced that to one application. They have also simplified the process involved in the awarding of grants or loans. The rulemaking also establishes how private entity applicants can demonstrate compliance with statutory requirements.
Additionally there are amendments made to update provisions to reflect changes made to the relevant statutes.
